| Title : | PERFORMANCE AUDITING IN FOREST PROTECTION POLICY-IMPORTANCE, METHODOLOGY, EXPERIENCES AND MORATORIUM MECHANISMS |
| Abstract : | Forests are a public good of strategic importance for climate stability, biodiversity, protection against erosion and floods, as well as for economic development and rural livelihood. Supreme audit institutions, through performance audits and thematic audits, have the task of identifying weaknesses in management, supervision and financing systems, and through their reports, enable citizens and parliaments to receive independent, objective and timely information on the state of forest resources and the effectiveness of public policies in this area. The SAIs, based on the established factual situation, provide recommendations for improving the established factual situation and are obliged to monitor their implementation. This paper provides an overview of international standards for the field of forest auditing, the results of audits carried out so far in this area at the national level, in the Western Balkans region and the EU, the content and framework of moratorium as a forest protection mechanism, etc. |
